What is Commute Trip Reduction?
Commute Trip Reduction (CTR) requires employers in Washington to encourage their employees to reduce the number of drive-alone commute trips by promoting alternate ways of getting to work. The Commute Trip Reduction Law (RCW 70.94.521-551) was adopted in 1991 as part of the Washington Clean Air Act
Who is required to develop a CTR Program?
Within the City of Kent, employers with 100 or more full-time employees scheduled to arrive on-site at least two days a week between 6 a.m. and 9 a.m. for at least 12 months are subject to the law. The law covers both public and private employers. In addition, any business that wants to participate in a CTR program (no matter the size) is welcome to join in
What are the requirements of a CTR program?
Employers are required to appoint an Employee Transportation Coordinator (ETC), the point of contact on-site between the employer’s workforce and City of Kent
Distribute commute resources and promotion of the CTR Program to employees and implement non-drive alone strategies
Collect data on the progress of their program and to better understand commute habits in Kent by administering the CTR Survey every other year
Complete and submit a biennial Program Report on the worksite’s progress toward meeting trip reduction goals and the workplace commute benefits they provide. This also occurs every other year.
What is the CTR 4-Year Plan?
The CTR Plan will guide the implementation of the program over the next four years, 2025 to 2029. The plan will address implementation, strategies, and engagement for the City of Kent. A draft is currently in progress and we welcome residents, employees, and employers of Kent to share feedback.
