The City of Kent is committed to creating an accessible community that enables all people, including those with disabilities, to access programs, services, and activities every day to maintain and improve their quality of life. We are committed to creating and maintaining infrastructure in the public right-of-way (ROW) that serves all Kent residents as part of the requirements of the Americans with Disabilities Act (ADA).

The ADA requires that all public entities with 50 or more employees perform a self-evaluation of all program facilities, and the public ROW, prepare a transition plan, publish a notice of non-discrimination, designate an ADA Coordinator, and develop a formal complaint form and grievance procedure. At a minimum, the City’s ADA Transition Plan must:

  • Identify physical obstacles in the public entity’s facilities (within the public ROW) that limit the accessibility of its programs or activities to individuals with disabilities;
  • Describe in detail the methods to be utilized to make the facilities accessible;
  • Specify the schedule for taking necessary steps to achieve compliance and if the time period for achieving compliance is longer than one year, the plan must identify the interim steps that will be taken during each year of the transition period; and
  • Indicate the official responsible for implementation of the plan.

A typical ADA Transition Plan also includes information about public notice, grievance procedures, development of internal design standards and specifications, and a process to monitor progress.

Schedule

As we work towards adopting the final ADA Transition Plan, the tentative schedule is:

    • April 1st Council Workshop – present DRAFT ADA Transition Plan
    • April 1st to May 15th – Public Comment and Engagement period
    • June 3rd Committee of the Whole – present FINAL ADA Transition Plan
    • June 17th City Council – present Resolution for Council consideration
