ReCode Kent: Creating Housing Options
We are Creating Housing Options for Everyone – Join Us!
Over the past several years we have heard from thousands of residents, community organizations, and businesses who tell us it’s critical that Kent have housing options that are the right size, near family and friends, affordable, and without long commute times.
We now have an updated roadmap (the Comprehensive Plan) that is the foundation for how the City of Kent will create a future that works for everyone — current residents who live here now, and those who want to live here in the future.
ReCode Kent is a project to update the zoning code to improve:
- The supply of housing,
- The type of housing options,
- Affordability, and
- The quality of new development.
We will also be working to streamline permitting processes.
What is ReCode Kent? Why are we updating the zoning code?
Now that Kent has updated our Comprehensive Plan, it’s time to implement all the good stuff we included in it! We will be updating development requirements in the Kent City Code (frequently referred to as “KCC,” “zoning code,” or simply “code”) and design standards to implement the goals and policies in the Comprehensive Plan.
The City also needs to make changes according to recent state legislation, including bills you may recognize such as HB 1110, which will increase middle housing.

City Adopts Phase 2 Ordinances!
On June 18, 2025, the City adopted Ordinance No. 4529, amending various sections of the Kent City Code to update communal residence housing requirements in alignment with new state legislation for co-living housing. Co-living housing is a residential development with sleeping units that are independently rented, lockable, and provide living and sleeping space, and residents share kitchen facilities with other sleeping units in the building. This ordinance became effective on December 18, 2025.
On December 9, 2025, the City adopted Ordinance No. 4530, amending Chapter 6.02 of the Kent City Code to exempt residential development projects with four dwelling units or fewer from certain infrastructure improvement requirements typically applied to larger infill developments. This ordinance became effective on January 9, 2026.
What’s Next?
As the City moves into the new year, staff are preparing code amendments to incorporate development standards for the Mill Creek Historic District into the Kent City Code, while also moving forward with Phase 3 of Recode Kent!
Phase 3 of Recode Kent will focus on:
Site design for middle housing
Updates to residential design standards
Expanded unit lot subdivision
Updating planned unit development standards
These updates will continue to support housing choice while ensuring consistency with state legislation and local community character.
City Adopts Phase 1 Ordinance!
On June 30, 2025, the City adopted the Phase 1 Ordinance (Ordinance No. 4517 - Amending various sections of the Kent City Code to update housing requirements to comply with new state legislation and the City's 2044 Comprehensive Plan). The ordinance became effective July 30, 2025.

Project Timeline
We anticipate a few phases of the project. The first batch of state-mandated code updates (Phase 1) was adopted onJune 30, 2025. We know we still have a lot to do. Phase 2 began Summer 2025 and Phase 3 will start in Fall 2025! We will be looking for feedback at strategic points in the process from YOU!

Project Team
The City of Kent has partnered with Framework Cultural Placemaking (Framework) to help with this code update. Framework is an interdisciplinary team of urban planners, urban designers, landscape architects, and architects who love working with communities on place-making projects from code updates to park pavilions, and everything in between. Sub-consultants on the team include Code Studio and Neighborhood Workshop.
